Air Conditioning Inspections & F Gas Checks

The rising demand for air conditioning has led to a steep increase in energy use over recent years.   Air conditioning units often operate inefficiently with  research indicating that as much as 40% of the energy used by older systems is wasted.  So it is easy to see why carbon emissions are projected to rise 25% by 2020.

In a drive to counter air conditioning related emissions the European Energy Performance of Buildings Directive (EPBD) now requires that:

  • Air conditioning systems must be inspected at least once every five years by an accredited assessor
  • Larger systems (250kW or higher - sufficient for around 2,000m2 of conditioned office space) should be inspected immediately, if they have not been already.
  • Smaller systems (over 12kW - typically serving around 200m2 of general office space, or 100m2 of space used for high energy activities such as IT) must be inspected before 1 January 2011.
  • Multiple air conditioning units in the same building, under the technical control of one person, are considered to be a single system. 
  • Systems wholly used for process cooling (eg cold stores or production) are excluded from the legislation.
  • Air conditioning systems must also be checked for leakage of greenhouse compounds known as Fluorinated gases (‘F Gas’ Regulations):
    • - inspection by certified companies is required at least annually, or up to every three months depending on size, as well as within one month of any repair
    • - Any removed fluids must be handled and disposed of correctly to prevented gases from escaping into the atmosphere

Independent Inspection

A Green Compliance inspection report will highlight opportunities to improve efficiency by repairing or upgrading equipment or optimising its operation.

A report will cover the:

  • condition and maintenance of refrigeration plant, outdoor heat rejection equipment and indoor heat exchangers
  • design, condition, location and effectiveness of air handling systems
  • suitability of system capacity
  • control strategies - timers, temperature sensors, set points, interaction with any heating system
  • adequacy of records and documentation
